Zhongge Art College, which is run as a public college of Guangdong Ocean University, was co-founded by Guangdong Ocean University and China Oriental Performing Arts Group Co., Ltd (formerly China Song and Dance Troupe) in 2003. Professor Zhou Yuanqing, former President of the Chinese Society of Higher Education and former Vice Minister of Education, unveiled the college and praised it’s running mode that not only follows the laws of art teaching in higher education, but also gives full play to the practical experience of the country's top performance groups. It is an initiative in the history of higher education in China.

The College has 4 departments of Professional Teaching, including the Department of Dance, the Department of Music, the Department of Art and Design, and the Department of Film and Television Media, and 1 Department of Public Art Education. There are 8 undergraduate majors in dance choreography, musicology, visual communication design, environmental design, fine arts, performance, Broadcasting and hosting art, and product design. There is a Master of Arts degree authorization point. There are more than 2,300 full-time undergraduate students and nearly 50 master's students.

The college currently has 146 faculty and staff, including 103 full-time teachers, 51 teachers with deputy and higher titles (18 senior industry experts and professors), 19 master tutors, and 2 foreign professors.

The college has complete teaching facilities and equipment. There are standard experimental theater, music rehearsal hall, dance rehearsal halls, art model training halls, instrumental music practice hall, simulation studio, film and television media rehearsal halls, piano rooms, electronic piano rooms, art and design studios, painting studios, paint painting studio, printing studios, broadcast host and art laboratories, clothing studios, photography studio, multimedia classrooms, smart classrooms, computer-aided design rooms.

With the goal of building into a distinctive, first-class art college of comprehensive university in the province and well-known outside the province, the college gives full play to the advantages of running model, adheres to the innovative training model of “combining classroom teaching with stage practice, art teaching and cultural industry”, and cultivates high-level and applied professionals in the cultural industry with “high ideological quality, strong professional application ability, strong artistic innovation ability, and strong social adaptability” to serve local cultural undertakings and socio-economic development.
